Biography

Ian Litton runs a consultancy called Positive Attributes Ltd specialising in identity assurance, privacy, and consent-driven data exchange.

Prior to managing his own business, Ian had a 30 year career in local government working for Warwickshire County Council (WCC). He was a member of the Information Assets management team for 9 years and ran a department with 35 staff and a budget of over £2m delivering ICT Strategy, ICT Programme and Project Management, and Information Management.

During his time at WCC Ian worked extensively with central government departments. He was part of the multi-award winning Connect Digitally programme team that developed an online eligibility checker for Free School Meals for the Department of Education. WCC was the first local authority to implement that service, which transformed the delivery of Free School Meals.

Since 2012 Ian has collaborated closely with the Government Digital Service (GDS), the Department for Transport, the Department for Work and Pensions, and the Open Identity Exchange on projects related to citizen identity and consent-driven data sharing (attribute exchange). He led several WCC projects to transform the delivery of the Blue Badge (disabled parking) service using GOV.UK Verify and attribute exchange, culminating in a private beta project in 2017. WCC was the first local authority to successfully onboard and use the GOV.UK Verify service.

WCC’s work with GDS on GOV.UK Verify and attribute exchange was recognised by two awards in the 2014 Real IT Awards.

Ian is now leading an OIX project looking at how locally held data could be used to help hard to reach groups of citizens achieve a GOV.UK Verify identity. The project will cover information governance, technical design and build, user interface issues, and the business case for why identity matters for local government.

Ian has been invited to present at numerous conferences, including the 2016 European Identity Conference in Munich, and is an accomplished public speaker.
